Fmr Labor candidate appointed to DAC

Former Labor candidate for Adelaide David O’Loughlin has been appointed to the Development Assessment Commission.

O’Loughlin, who is also the President of the Local Government Association (LGA) and Mayor of Prospect, made a bid for the state seat for the Labor Party last year.

O’Loughlin was chosen over Kangaroo Island Mayor Jayne Bates OAM and Alexandrina Councillor Madeleine Walker, who were also nominated by the LGA.

He will serve on the commission until July next year. The DAC determines development applications, including those made by councils, assesses crown development applications and advises Planning Minister John Rau.

Rau told InDaily the appointment was made on merit, and that “I am confident that Mr O’Loughlin would be well aware of any actual or potential conflict of interest and would act accordingly”.

O’Loughlin was first elected as a councillor for the City of Prospect in 2003, then elected Mayor in 2006, and returned in 2010 and 2014.

He said he was looking forward to representing local government on the DAC to the best of his ability.

His application for the role reads: “I believe my extensive background in Local Government, the (City of Prospect) Development Assessment Panel, the public sector and the private sector, my role as an advocate for local communities and the recognition of the quality of projects I have been involved in make me a suitable candidate for the role”.

O’Loughlin is a senior consultant at Property and Advisory, the convenor of the Art Deco and Modernism Society (SA), a member of the Reconciliation SA Board, founding vice president of the Blackfriars Foundation and a member of the Board of Blackfriars Priory and the Advisory Board of the Architecture Museum.

In the past he has worked as state manager of Badge Constructions, executive manager of Built Environs and director of major projects at Housing SA and Renewal SA.

He been the recipient of the Planning Institute of Australia (SA)’s Minister’s Award for Planning Excellence.

Under the Development Act, a person with practical knowledge and experience in local government must be a member of the Commission.
